Who We Are

Keith Mozee, a Los Angeles native and veteran of the U.S. Army, began his city career with the Bureau of Street Services (StreetsLA) in 1989 as a light truck operator. He worked his way up to Assistant Director/Chief Operations Officer in 2016, overseeing the Street Renewal Division, Engineering Services Division and Construction Services Division. He led the Bureau's Racial Equity Action Plan and COVID-19 safety operations during the pandemic, ensuring the continuity of operations in a safe and equitable manner. Keith was promoted to general manager in 2021. He holds a Bachelors of Arts degree in Urban Studies and Planning from California State University Northridge and is passionate about workforce development. Keith currently serves as an adjunct professor at Los Angeles Trade Tech College, striving to focus on educational, training and promotional opportunities for current and future bureau staff.

Ana Tabuena-Ruddy is a California registered Landscape Architect with experience working in both the public and private sectors. As a Landscape Architect for StreetsLA, Ana successfully designed, managed, and led her team in securing approximately $300M in active transportation, urban greening, and stormwater capture grants, uniquely positioning StreetsLA to deliver upon the Green New Deal in a transformative scale. Ana led efforts in updating the City Standard Plans for tree planting and represented Bureau interests in promoting holistic streetscape developments and urban greening with all stakeholders. Ana holds a Bachelor's degree in Interior Architecture from California State University, Long Beach, and a Master's degree in Landscape Architecture from California State Polytechnic University, Pomona. She is LEED AP-accredited and has completed 'Business and Climate Change: Towards Net-Zero Emissions' from the University of Cambridge Institute for Sustainability Leadership, and 'Policy Coherence and Systems Thinking for Sustainable Development' from the United Nations System Staff College. Ana is committed to achieving zero emissions, accelerated nature-based sequestration, and increased biodiversity through multi-benefit projects in the City's street network. Ana also believes that maintenance and funding are twin cornerstones for sustainability.

Stephanie has worked for the City of Los Angeles for more than 22 years, working in various city departments including the CAO's Office and the Department of General Services, and has served as the Assistant Director of StreetsLA since 2017. She has extensive experience in all aspects of city administration and currently manages StreetsLA financial and administrative programs, including contracting, human resources, and risk management. Stephanie has a Bachelor of Arts degree in both Economics and Political Science from UC Santa Barbara and a Master of Arts in Public Administration from USC. Stephanie is proud of her Los Angeles roots and is committed to making StreetsLA the best run department in the city!

Nick Lopez serves as StreetsLA's Assistant Director and Chief Construction Officer. A 40-year veteran of the Bureau, Nick has held many roles during his career, including liaising with Council Offices, spearheading Special Projects and, most recently, serving as Chief Resource Officer overseeing the Risk & Liability Division. Nick has strong relationships within the City family and is an expert on all things public works.

Shirley's career with the City of Los Angeles started in 1993, shortly after earning a Bachelor of Science in Civil Engineering from University of California, Los Angeles. In 1996, she received her California Professional Civil Engineer's license and a Master of Science in Civil Engineering from the University of California, Irvine. In her over 28 years with the City of Los Angeles, Shirley has held positions in several divisions and departments implementing transportation infrastructure, including 13 years with the Bureau of Street Services' Engineering Division. Prior to returning to the Bureau of Street Services as the Assistant Director and Chief Technical Officer, she was a Principal Civil Engineer at the Bureau of Engineering overseeing the design and construction of the City's Bridge Program and Street Improvement Program. Aside from implementing transportation projects, Shirley previously led a Mentorship Program and continues to advocate for learning, growth and development of the organization's most valuable resource, its employees.
